Coordination work closes when all partners have signed the shared record. It does not close when enthusiasm is high at one meeting. The document holds who does what by when, and the standing checkpoint keeps it alive without any single partner police the others. Where a social-services obligation touches the plan, the public bodies' own protocols take precedence and our record defers to them.

The coordination stream is taken at most twice in a season, so each shared plan gets the attention cheap work would not give it.
